PCM Meets with Public Citizen

PCM meets with Public Citizen, a nonprofit advocacy organization with experience in environmental issues and community participation in Texas.

After learning about the proposed concrete batch plant and our community’s concerns, Public Citizen agrees to support PCM throughout the TCEQ process, providing guidance on environmental advocacy and effective community participation.

September 2026 —————————

TCEQ Public Meeting Granted

After more than 180 public comments and counting, TCEQ grants a public meeting regarding Permit No. 184603.

The meeting is currently planned for November 16 in Kaufman County. The date is subject to change, and the time and location are still to be announced.

This will be an important opportunity for the community to come together, ask questions, make comments, and show how strongly College Mound cares about its future.

PCM Retains Legal Counsel

PCM retains experienced environmental legal counsel to help protect the community’s interests and ensure its concerns are effectively represented throughout the TCEQ permitting process.

Flyers, Yard Signs & Website Launch

Volunteers begin distributing flyers and yard signs throughout College Mound to raise awareness and help residents learn how they can participate.

The PCM website is launched to give the community a central place for information, updates, and ways to get involved.

Protect College Mound Is Formed

Community members formally organize as Protect College Mound (PCM), creating a structure to work together, share information, and advocate for the health, environment, natural resources, rural character, and quality of life of College Mound and the surrounding community.

The Community Starts Organizing

Concerned neighbors begin researching the proposal, contacting elected officials, sharing information, and encouraging others to submit comments to TCEQ.

Community members go door-to-door, talk directly with neighbors, and visit local gatherings and community events to make sure people know what is being proposed and how they can make their voices heard.

The Word Starts Spreading

Residents begin sharing information about the proposed concrete batch plant with neighbors and through local Facebook groups and social media.

As more people learn about the proposal, awareness grows and residents begin submitting comments to TCEQ.

August 2026 —————————

Public Notice Appears

A required public notice is published in the Terrell Tribune on August 29th, and signs announcing the proposed facility are posted at the suggested site along FM 429.

For many residents, the roadside signs are how they first learn that a concrete batch plant is being proposed in their community.

Permit Application Filed — July 3

Estrada Concrete Company, LLC files an application with TCEQ for Permit No. 184603 for a proposed concrete batch plant on FM 429 in College Mound.
